TO HOST 23rd ANNUAL NATIONAL CHAMPIONSHIPS IN LAS VEGAS ![]() Chinese Basketball arrives in the electrifying city of LAS VEGAS next spring as the (NACBA) North American Chinese Basketball Association is proud to be hosting the 23rd Annual NACBA NATIONAL CHINESE BASKETBALL CHAMPIONSHIPS. Scheduled for the 2003 Memorial Day Weekend (May 23-26), it promises to be one of the most exciting Chinese basketball sporting events held in North America as teams from across the United States and Canada, arrive for a fun-filled weekend of friendship, social interaction and basketball competition. The city of LAS VEGAS provides the ideal setting for this event with all its attractions, casinos, and entertainment. Considered one the top ten tourist destinations in the world, it is this brand of excitement that will make the 23rd edition of the NACBA Chinese National Basketball Championships - AN EVENT TO REMEMBER. In the past two years, the popularity of Chinese basketball has undergone a resurgence of sorts due in part largely to the efforts of the NBA and the addition notable Chinese players - WANG ZHIZHI and YAO MING. What is most astonishing is the growing number of Chinese players competing at the varsity high school and college level. Who knows, we might have a future NBAer playing in our tournament. Men's Elite Open The Hoop Action begins on Saturday with preliminary round robin games followed by playoff and championship action on Sunday and Monday. please e-mail us at rockits@asianhoops.com or ![]() or to be put on our mailing list, send us an email. ![]() FOR 2003 * HOTEL REQUIREMENTS: Since this will be the first year that the NATIONAL TOURNAMENT will be held at a neutral site with no local team representation, the NACBA executive board has stated that all teams entered for the 2003 tournament are required to reserve a minimum of three rooms/per night based on a three night stay (May 23, 24, 25) at the official tournament hotel. This will help our organization cover the guaranteed room block reserved for our event. Quality hotel rooms in Las Vegas during the Memorial Day Weekend is extremely hard to come by. * ELIGIBILITY: Except for the Men's Senior 35-over division, all other divisions will have a strict player participation rule which states that the player must be of direct Chinese descent. Participants must be at least ¼ per cent Chinese (at least one grandparent must be 100% Chinese). Therefore, if you forsee any problems at the tournament regarding eligibility, please try to take care of the matter prior to arriving at the tournament. * JUNIOR 18-UNDER DIVISION: The age requirement for this division is eighteen years of age by tournament time. Basically, if you are still eighteen by tournament time, then you are eligible to play in this division. Unbelievable is the word to describe the overwhelming response to the 2003 NACBA Chinese National Basketball Championships. A record settign 56 teams will be hooping it up in their respective divisions vying for the prestigious title of Chinese national champions.
The event that started
it all is the Men's Elite Open
- the ultimate in Chinese basketball. The 2003 edition will see
the defending champions, Los Angeles R&K Little Horse going for a FIVE-PEAT.
With the outstanding guard play of Song Cun and Benny Hoang (both
former MVP's),
and 2002 NACBA MVP, Daniel Liu, a monster on the offensive and
defensive glass, the streak looks to continue.
Knocking at the door is
last year's runners-up, the Washington CYC, who are led by their outstanding
guard tandem of Jeff Lee and Keith Wang, both former college players.
But look for others on the team to step up as they are deep.
Final four participant,
the Seattle
Bladerunners
always seem to be right in the thick of things with their formidable
front line led by 6'7" Kyle Kiang.
The other half of the final
four was the Texas
Ballistics,
the surprise team of the 2002 tournament. Playing in its first
Chinese Nationals, captain David Chen and his team displayed a
type of run and gun basketball that was electrifying to say the
least. Another player to watch on Texas is 6'5"James Mao,
as he showed last year that he can do it all (ala Tracy McGrady).
One team that is sure to
contend is the San
Francisco Dukes.
It's been three years since they last participated but if memory
serves me correctly they always bring the best when they do play.
Gary Hong, the GM and mentor of this team has a long history with
the NACBA has he guided the legendary San Francisco Saints to
thirteen (13) championships. Perhaps this is the year for their
return to prominence.
That's not all, another
west coast contingent, the Bay Area Dream League All-Stars will be making their
first appearance in the tournament field. Led by 6'5" Brian
Liang and 6'4" Alex Ong, and a team with an average height
of over 6' feet, we'll see if they can dominate the glass on the
inside and stroke the treys from the outside.
Other contenders from the
east coast are the Boston
Hurricanes AAU,
winners of numerous east coast tournaments leading up to this
year's Nationals. 2001 runners-up, the NY Rockits AIA, may also challenge for
the title if they can play the kind of east coast b-ball they
did when they made their run that year.
But wait, there's still
more. The west coast isn't done just yet. Let's not forget about
playoff regulars such as the San Francisco CCU. Led by the guard tandem of Jason
Lee and Mark Huynh, they are always in the thick of things. Or
how about 2-time defending Junior Champions, the San Francisco
Hoopsters,
who are making the jump into the Men's Elite Open. Will Derek
Wong (2002 Junior MVP) and Greg Ong be able to hang with the big
boys. My feeling is yes because they've got speed to burn.
The action will be fast
and furious as 22 teams vy for the coveted championsip in Men's
Chinese Basketball. You won't want to miss it. Check back on our
site frequently to see which gym your favorite team will be competing
in.

Each participating

do so at the Friday Night Captains Meeting. The cost of the ticket
will be $25 each which includes a hot buffet dinner as well as
dancing throughout the night. Payment of additional tickets will

NCAA rules apply in all games subject
to the following modifications:
1. Each team will play in at least four games throughout the tournament.
Upon completion of the preliminaries, teams will advance into
the playoff round dependent of their seeding.
2. The length of each game is 20 minutes per half. The first half
is running time with the last 15 seconds stop time. The last two
minutes of the game is stop time. The clock stops on all time
outs.
3. Overtime will be as follows: 3 minutes total with the last
minute=stop time.
4. Each team will be entitled to three (3) time outs per game.
They do not carry over into overtime. Each team is allowed one
time out in the overtime period. Halftime is two (2) minutes.
5. One and one situation will be in effect on the seventh (7)
team foul. Two shots will be awarded on the tenth (10) team foul.
Players may enter the free throw lane on the release of the ball,
while the shooter waits until it hits.
6. Each team must begin the game with five players. After fouling
out, a player may not reenter
7. Each player is allowed five (5) personal fouls and on the fifth
foul that player will be disqualified. If a team has less than
five players on the court, they can continue to play or forfeit
or until the team has less than two players.
8. Flagrant fouls will be penalized with foul shots and/or ejection
from the tournament. Fighting is strictly forbidden and players
and/or teams may be disqualified from the tournament. The following
penalties will be assessed immediately: 1st fight - player or
players will be disqualified from the tournament. 2nd fight -
team will be disqualified from the tournament. Other penalties
to follow.
9. A team not ready to start their game will forfeit. Teams are
required to be present (1/2 hour prior) at the designated court
for their game.
10. Each team must wear uniforms that are of the same color and
with numbers designated on the front or back. Failure to do so
will result in technical fouls for each player without the proper
color and a number. Each team should have two sets of colored
shirts (one light color and one dark color).
11. All participants must present some type of photo identification
(passport, birth certificates, etc.) that proves their age or
nationality. If a protest is lodged, the burden of proof is on
you to prove otherwise. Failure to do so will result in your disqualification
from the game and tournament. In addition, there will be a mandatory
player check-in beginning on Friday, May 23rd, 2003. The time
and place will be announced at a later date. No player will be
able to participate without checking-in prior to the first game.
12. All protests must be lodged by the coach and/or team captain
by notifying the tournament coordinator in the respective gym
before the start of any scheduled game.
13. Players may only participate on one team. Any player caught
playing on another team within the same tournament will result
in the disqualification of himself and that other team from the
tournament.
14. After the jump ball to begin the game, all ties ups will be
decided by the alternate possession rule.
15. NO DUNKING IS PERMITTED DURING ANY WARM UP TIME OR ANYTIME,
EXCEPT DURING THE GAME. Teams will be assessed technical fouls
for this infraction.
16. TEAM FORFEITS: Any team that forfeits a game either
by not showing up on time or walking off the court during a game
may be disqualified from the tournament pending the approval of
the NACBA Executive Committee. In addition, the team and/or organization
may also be banned from the NACBA National Tournament for a period
of not more than three (3) years.
17. Tie breaking Procedure: two team tie - head to head,
win/loss between the two teams tied. Three team tie - head to
head among three teams tied, then total point differential of
the three teams tied against each other. If two teams are tied
after this, go back to head to head. Further ties, total point
differential of teams in your division. Four team ties - settle
the highest ranking team first, then revert back to three team
tie break rules, and so on.
18. Work Teams: teams are required to work their assigned
games during preliminary play and during the single elimination
playoff/consolation round of the tournament. Failure to do so
shall result in forfeit of the team's next game, disqualification
from the tournament and a ban from the NACBA National Tournament
for a period of not more than two (2) years.
19. Food and Drink: Please refrain from bringing food/drinks
inside the gymnasium. They should be consumed outside in the lobby/meeting
areas. In addition, please throw all garbage in there proper receptacles.
Repeated violations will be penalized accordingly.
20. Conduct: Each team is responsible for the conduct of
its players, fans, etc.
21. All other rules: The NACBA Executive Committee will
make any other decisions with regards to the 2003 NACBA Chinese
National Basketball Championships in the interests of sportsmanship,
fairness, time, etc. The decisions are final.

Since 1983, the NACBA (North American Chinese Basketball Association) has staged this event in cities such as New York, Boston, Chicago, Philadelphia, San Francisco, Los Angeles, Toronto, Montreal and Washington. In the past, some of the best Chinese players have competed in this tournament. Players who have left their mark in the tournament with their stellar play include Richard Chang (former NBA draft pick) and Robert Fong (San Francisco Saints); and the guard trio of Jerry Lew, Benny Hoang and Song Cun (Los Angeles Little Horse). Let's not forget to mention Conant Chi (San Francisco Saints), who has been a member of the 3-time Champion, Hung Kuo Elephants of the Taiwan Professional League. Other notables participating in the past include 7'0" Sun Fong (Univ. of San Francisco) and 6'7" Mah Jing (University of Utah), both competed in the tournament and have gone on to play professionally overseas. In fact, many participants in this division have played at the high school or college level. But the division is really dominated by those who want to compete against the best.
Eligibility
· Open to all participants of direct Chinese descent. Participants must be
at least ¼ per cent Chinese (at least one grandparent must
be 100% Chinese).
· All participants must be at least 15 years old and can
play for only one team during this tournament.
· Maximum team roster of 15 players
· At the tournament, all participants must present some
type of photo identification (passport, birth certificate, driver's
license, etc.) that proves their age or nationality. If a protest
is lodged, the
burden of proof is on you
to prove otherwise. Be sure to bring legible copies or originals
of parents/grandparents documentation as verification. Failure
to do so will result in the players disqualification from the
tournament.
· Use of ineligible players will result in forfeit
of any games played
and possible team disqualification from the tournament.
Format:
· 22 teams - open draw with the following exceptions:
· Top four teams from 2002 tournament will be seeded accordingly
· The remaining teams will be seeded by random draw. Cities
with multiple team representation may be separated accordingly.
· Each team is guaranteed to play in a minimum of four
games throughout the tournament
· Round robin group play (four groups of 4 teams, two groups
of 3 teams). Teams in the group with four teams will play each
other once. Teams in the group with three teams will play each
other once, then the teams from the groups of three will cross
play each other ( team #1 in Group E will play team #1 in Group
F, and team #2 will play the other team #2, and team #3 vs. team
#3)
· At the conclusion of the preliminary games, the team
with the best record in each Group and the next 6 best teams according
to win-loss records will advance to the playoff round. Seeds 1,
2, 3, and 4 will receive a bye into the quarterfinals. The remaining
8 teams will be seeded accordingly. Teams not advancing into the
playoff round will play in the consolation round (remaining ten
teams will be seeded accordingly with the 13th and 14th seeds
receiving a bye)
· All games officiated by certified IAABO referees
Description: This exciting division represents the future of our tournament. These young rising stars of Chinese basketball will be participating in the 8th edition of the Junior Championships. Will 2002 runners-up, the NY Young Life Rockits taste the sweet smell of victory or will perenial challengers such as the Philadelphia Suns, Boston Hurricanes, Washington CYC or the United East surprise everyone?
Eligibility
· Open to all participants of direct Chinese descent. Participants must be
at least ¼ per cent Chinese (at least one grandparent must
be 100% Chinese).
· All participants must still be eighteen years of
age by tournament time to be eligible and can play for only one team during
this tournament.
· Maximum team roster of 15 players
· At the tournament, all participants must present some
type of photo identification (passport, birth certificate) that
proves their age or nationality. If a protest is lodged, the burden
of proof is on you
to prove otherwise. Be sure to bring legible copies or originals
of parents/grandparents documentation as verification. Failure
to do so will result in the players disqualification from the
tournament.
· Use of ineligible players will result in forfeit
of any games played
and possible team disqualification from the tournament.
Format:
· Five (5) teams - open draw with the following exceptions:
· Top two teams from 2002 tournament will be seeded accordingly
· The remaining teams will be seeded by random draw.
· Each team is guaranteed to play in a minimum of four
games throughout the tournament
· Round robin group play - each team will play each other
once. After the preliminary round robin play is completed, the
team with the best record will advance into the Championship game.
The teams with the next best two records will compete in a semifinal
game with the winner advancing into the Championship game.

Description: 2003 will mark the fifth anniversary of the Men's Senior 35-over division. Since its inception, it has been dominated by teams from the east coast, the NY Titans(1999), NJ Pirates(2000 & 2001), and the Philadelphia Suns(2003). Perhaps, this will be the year that a west coast team challenges for a title. It's the perfect opportunity for players that now want to get back to playing some ball.
Eligibility
· Open to all participants of direct Chinese descent. Participants must be
at least ¼ per cent Chinese (at least one grandparent must
be 100% Chinese) with the following exception:
· Each team is allowed to have two(2) 100% Asian (non-chinese)
players on its roster (100% Korean is okay, 50% Filipino is not)
that has participated in the Nationals prior to 1999. Please be
sure that you understand this rule, we do not want to rule any
player ineligible to play at the tournament.
· Each player can only play for one team throughout the
tournament
· Maximum team roster of 15 players
· At the tournament, all participants must present some
type of photo identification (passport, birth certificate, driver's
license, etc.) that proves their age or nationality. If a protest
is lodged, the
burden of proof is on you
to prove otherwise. Be sure to bring legible copies or originals
of parents/grandparents documentation as verification. Failure

· Round robin group play (three groups of 3 teams). Teams
from each group play each other once. After preliminary round
robin play, all teams will be reseeded from 1 thru 9 according
to their won/loss records with the #1 seed receiving a first round
game bye in the playoff round. The remaining eight teams will
play in a first round playoff game with the winners advancing.
Losers of the first round playoff game will participate in the
consolation round.

Description: 2003 will also mark the fifth anniversary of this exciting division. From its inaugural debut in 1999, the excitement and play in the Women's Elite Open has been nothing short of spectacular.

be made, as the NACBA will debut the first
Men's Friendship Open. This newly created division is perfect
for those teams that are interested in hooping it up with their
friends. Newly formed teams, or teams that have played in some
of the previous Nationals, now have the opportunity to come back
and play in the Nationals. This division is also perfect for younger
teams on the rise who are just a step away from competing in the
Men's Elite Open. Either way, SCORE SOME POINTS, HAVE SOME FUN,
MOST OF ALL......MAKE SOME NEW FRIENDS.

HOTEL REQUIREMENTS: Since this will be the first year that the NATIONAL TOURNAMENT will be held at a neutral site with no local team representation, the NACBA executive board has stated that all teams entered for the 2003 tournament are required to reserve a minimum of three rooms/per night based on a three night stay (May 23, 24, 25) at the official tournament hotel. This will help our organization cover the guaranteed room block reserved for our event. Quality hotel rooms in Las Vegas during the Memorial Day Weekend are extremely hard to come by. There will be no exceptions to this rule and teams that don't abide by this rule will be asked to withdraw from the tournament.
SELECTION CRITERIA: For Las Vegas, Memorial Day Weekend is one of the busiest times of the year. Many factors were involved with selecting the Embassy Suites Convention Center as the official headquarters hotel for the 2003 tournament. There were many older hotels on the strip that were quoting our group a similar price. However, the quality, cleanliness of these hotels was questionable. Another factor was that our group would have minors under the age of 21 in the hotels. Strict gambling laws in Las Vegas prohibit persons under the age of 21 to be in the casino. Newer hotels were quoting us prices of $169 and upwards. After careful consideration, we selected the Embassy Suites Convention Center because of price, cleanliness, and the extras that have been offered to our group.
